A definition of a neutral question can be: A question asked in such a way that it does not imply personal opinion or bias. I assume that a true question has to be neutral. If a question reveals to be non-neutral, the objectivity that defines a question doesn’t exist anymore. It becomes a statement or a judgement with a question make-up.
